We demonstrate a unified modeling method using the spectral synthesis code
CLOUDY to self-consistently compute the structure of an H II and PDR that are
in pressure equilibrium. With the unified model, emission contributions from
PDRs and H II regions are computed simultaneously. We explore the effect of
varying the spectral energy distribution of incident continuum, and apply the
results to extra-galaxies. We focus on PDR diagnostics that also emerge from H
II regions, and far-infrared (FIR) thermal emission from dust grains. We first
present plots of FIR continuum ratios and the contribution from H II regions
for dust FIR emission. With these plots, we successfully explain the FIR
continuum ratios of M 82 observed by Herschel.
